MEMBERSHIP AND TERMS OF REFERENCE OF SPECIAL COMMITTEES

In pursuance of the actualization of the yearning and aspiration of our oppressed Ijaw people for Survival and Self-Determination, two special Ijaw Foundation Committees were activated and two new Special Committees were established and activated in the Ijaw Foundation General Meeting by Teleconference that was held on Saturday the 15th of February 2020. The two previously existing Special Committees that were activated are the Ijaw Agenda for Self-Government Committee and the Ijaw Environmental Protection Committee. The two new Special Committees that were established and activated are the Ijaw Peace and Security Committee and the Ijaw Renaissance Committee.

Ijaw Foundation, indeed, the whole Ijaw Nation, congratulates the members of these Special Committees on their nomination and appointment as members of one or more of the said Special Committees. More members can be nominated and appointed to any of the Special Committees. The four Special Committees with their Terms of Reference and Membership are as follows:

IJAW AGENDA FOR SELF-GOVERNMENT COMMITTEE

The Ijaw Agenda for Self-Government Committee will develop and implement plans and strategies to mobilize all Ijaws at home and abroad, through the instrumentality and active participation of every Ijaw Organization, Ijaw Clan and Ijaw Community, to actualize the desperate yearning and aspiration of our oppressed Ijaw people for Survival and Self-Determination. The Ijaw Agenda for Self-Government Committee will also solicit the support of the international community for Ijaw Self-Determination.

 

The Ijaw Agenda for Self-Government Committee shall have the following Subcommittees: (1) Presentation and Outreach Committee, (2) Referendum Committee, (3) Media and International Relations Committee, and (4) Finance Committee with their respective terms of reference as follows:

Presentation and Outreach Committee:

 1. Develop and implement plans and strategies to mobilize all Ijaws at home and abroad, through the instrumentality and active participation of every Ijaw Organization, Ijaw Clan and Ijaw Community, to actualize the desperate yearning and aspiration of our oppressed Ijaw people for Survival and Self-Determination.

2. Get the masses of the Ijaw people and all Ijaw clans and Ijaw communities to support the Ijaw Agenda for Survival and Self-Determination and obtain signatories of support for the Ijaw Agenda for Survival and Self-Determination Document from Ijaw Kings, Chiefs, elders, clan leaders, community leaders, community activists and elites.

 3. Organize marches and rallies to demand Ijaw Self Government and schedule the venues, dates and times for the marches and rallies.

Referendum Committee:

1. Develop and implement plans and strategies, with the mobilization of all Ijaws at home and abroad, through the instrumentality and active participation of every Ijaw Organization, Ijaw Clan and Ijaw Community, to conduct Referendum on Ijaw Self Government.

2. Produce, publish and disseminate Ijaw Referendum on Ijaw Self Government documentaries and bulletins to motivate and mobilize all Ijaw Organizations, Ijaw Clans, Ijaw Communities and Ijaw Citizens to actualize the Referendum on Ijaw Self Government and Independent Nationhood.

3. Solicit technical support from the United Nations and other international agencies to conduct the Referendum on Ijaw for Self-Government and Independent Nationhood.

Media and International Relations Committee:

1. Articulate Ijaw Self-Government and Independent Nationhood as the solution to the Niger Delta Crisis.

2. Advocate insistently that Ijaw Self-Determination and Independent Nationhood is imperative for the survival, human dignity, liberty, environmental protection, peace, progress and prosperity of the Ijaw people.

 

3. Write to defend the Ijaw image whenever detrimental publications are made against the Ijaws and their struggle for emancipation. 

4. Collate evidence, such as videos, audio recordings, pictures and documents, to support the Ijaw Agenda for Self-Government.

5. Produce, publish and disseminate Ijaw Agenda for Self-Government documentaries, bulletins, radio and television jingles and newspaper advertorials to motivate and mobilize all Ijaw Organizations, Ijaw Clans, Ijaw Communities and Ijaw Citizens to actualize Ijaw Self-Governance and Independent Nationhood.

6. Spearhead a sustained international campaign, including the organization of seminars and representations at international forums, to solicit the support of world powers, the United Nations and other international agencies for Ijaw Self-governance and independent nationhood.

 Finance Committee:

1. Develop and implement plans and strategies to solicit contributions from all able Ijaw sons and daughters and the general public to raise funds to implement the Ijaw Agenda for Self-Government.

2. Develop and implement plans and strategies, with the mobilization of all Ijaws at home and abroad, through the instrumentality and active participation of every Ijaw Organization, Ijaw Clan and Ijaw Community, to solicit and obtain population-proportionate contributions from every Ijaw Community to fund all Ijaw Agenda for Self-Government activities.

3. Engage, involve and mobilize the Bayelsa State Government and every Ijaw Local Government Council to solicit and obtain contributions from them to fund all Ijaw Agenda for Self-Government activities.  

4. Keep a record of all financial contributions and disbursements and publish a financial report annually.

IJAW PEACE AND SECURITY COMMITTEE:

1. Implement the Ijaw National Security Framework (Ijaw Peace and Security Corps) established to protect all Ijaws and Ijawland against the very serious and worsening Plague of Insecurity in Nigeria by employing the concept and principles of community policing and involving every Ijaw clan and community, which, as stakeholders, will actively participate in the formulation and implementation of policies, plans and strategies in this regard.

2. Implement the establishment of the Ijaw Peace and Security Corps, with a Central Command and Chapters in every Ijaw Clan and Community, which will train, enlist and mobilize Ijaw Peace and Security Corps Cadets to protect all Ijaws and Ijawland against existential security threats, particularly the Genocidal Reign of Terror being perpetrated by the Joint Task Force (JTF) of Nigerian Armed Forces and the Rampaging Fulani Herdsmen.

3. Mobilize Ijaw Peace and Security Corps Cadets to protect all Ijaws and Ijawland against other security threats including piracy, kidnapping, cultism and other social vices with a view to preventing and eliminating such vices in Ijawland.

4. Formulate and implement a Training Program for the Ijaw Peace and Security Corps Cadets to equip them with the requisite knowledge and skills to protect all Ijaws and Ijawland against existential security threats and other security threats including piracy, kidnapping, cultism and other social vices with a view to preventing and eliminating such vices in Ijawland.

5. Identify and recruit highly skilled, experienced and reputable security experts to train the Ijaw Peace and Security Corps Cadets to equip them with the requisite knowledge and skills to protect all Ijaws and Ijawland against existential security threats and other security threats including piracy, kidnapping, cultism and other social vices with a view to preventing and eliminating such vices in Ijawland.

6. Establish and activate an Intelligence Unit (Department) of the Ijaw Peace and Security Corps (Ijaw National Intelligence Service) charged with the responsibility of identifying and locating malevolent non-Ijaws who infiltrate Ijawland with clandestine plans in preparatory ambush to attack Ijawland and the Ijaw people. The Ijaw National Intelligence Service will also perform high-level professional intelligence work in respect of piracy, kidnapping, cultism and other social vices with a view to preventing and eliminating such vices in Ijawland.

7. Formulate plans and strategies to neutralize or expel malevolent non-Ijaws who infiltrate Ijawland with clandestine plans in preparatory ambush to attack Ijawland and the Ijaw people.

8. Produce, publish and disseminate Ijaw National Security Bulletins, Advisories and Audiovisual Infomercials to inform, motivate and mobilize all Ijaws and Ijaw communities to be on the alert for incipient security threats as well as take the necessary steps to safeguard themselves against such security threats. In this regard, the Ijaw Peace and Security Committee will engage the Town Criers in every Ijaw community and solicit their support to disseminate, by means of their extremely effective traditional platform, Security Advisories to all members of their respective communities.  

9. To develop and implement well-structured and effective mechanisms, by the instrumentality of Ijaw Organizations, Ijaw Traditional Rulers, other Ijaw Traditional Institutions and non-governmental organizations, to mediate to peacefully resolve, as well as prevent, intra-communal, intra-ethnic and inter-ethnic disputes involving the Ijaws.

10. Collaborate, when it is in the interest of the Ijaw Nation and people, with regional, national and international security agencies to advance peace and security in the Niger Delta, Nigeria, Africa and the World.

IJAW RENAISSANCE COMMITTEE:

1. Launch and coordinate an Ijaw nation-wide grassroots campaign, with actionable programs, to engender wholehearted return of the Ijaw people to their (our) legendary Ijaw Heritage of Truthfulness, Righteousness and Purity. This involves the implementation of a Sanitizing Regimen to disavow and deter corruption, looting of public funds and other vices amongst our Ijaw community leaders, local government chairmen and councilors, assemblymen and assemblywomen, members of the federal House of Representatives, senators, commissioners, federal ministers, governors and traditional rulers (Peres, Ibenanaoweis and Amanyanabos) to enthrone altruism, probity, transparency and accountability in public service throughout Ijawland; through the implementation of appropriate and effective sanctions as we did traditionally.

2. Engage, involve and mobilize every Ijaw clan and community, which, as stakeholders, will actively participate in the formulation and implementation of policies, plans and strategies to restore the legendary Ijaw Heritage of Truthfulness, Righteousness and Purity in every Ijaw clan and community; through the implementation of appropriate and effective sanctions as we did traditionally.

3. Coordinate the implementation of a Sanitizing Regimen to disavow and deter corruption, looting of public funds and other vices amongst our Ijaw community leaders, local government chairmen and councilors, assemblymen and assemblywomen, members of the federal House of Representatives, senators, commissioners, federal ministers, governors and traditional rulers (Peres, Ibenanaoweis and Amanyanabos) to enthrone altruism, probity, transparency and accountability in public service throughout Ijawland.

4. Produce, publish and disseminate an Ijaw Creed which outlines the core values and cardinal principles of purity characteristic of the legendary Ijaw Heritage which every Ijaw man, woman and child have an obligation to uphold.

5. Engage, involve and mobilize all Ijaw musicians and the town criers in every Ijaw community and solicit and obtain their support to disseminate, by means of their extremely effective traditional platform, the Ijaw Creed to all members of their respective communities.  

6. Produce, publish and disseminate Ijaw Renaissance documentaries, bulletins, radio and television jingles and newspaper advertorials to motivate and encourage all Ijaws to imbibe, affirm and uphold the noble tenets of the Ijaw Creed by the way they live their lives.

7. Develop and implement strategies, with actionable programs, to motivate and encourage all school children in Ijawland to memorize, imbibe, affirm and uphold the Ijaw Creed so that all Ijaw children will grow up with the utmost desire and conviction to live by the noble tenets of the Ijaw Creed.

8. Establish, train, support and coordinate Ijaw Renaissance Clubs in every Ijaw clan, community and school, which, as stakeholders, will actively participate in the formulation and implementation of plans and strategies to propagate the Ijaw Creed to every Ijaw clan, community and school and thereby motivate all Ijaws to uphold the noble tenets of the Ijaw Creed.

9. Engage, involve and mobilize all Ijaw pastors and all Churches to in Ijawland to exhort, motivate and encourage all members of their congregations to imbibe, affirm and uphold the noble tenets of the Ijaw Creed by the way they live their lives.

10. Engage, involve and mobilize the Bayelsa State Government and every Ijaw Local Government Council to affirm, uphold and propagate the Ijaw Creed and implement (enforce) a Sanitizing Regimen to disavow and deter corruption, looting of public funds and other vices amongst our Ijaw community leaders, local government chairmen and councilors, assemblymen and assemblywomen, members of the federal House of Representatives, senators, commissioners, federal ministers, governors and traditional rulers (Peres, Ibenanaoweis and Amanyanabos) to enthrone altruism, probity, transparency and accountability in public service throughout Ijawland; through the implementation of appropriate and effective sanctions as we did traditionally.

 IJAW ENVIRONMENTAL PROTECTION COMMITTEE

1. Identify all causes of environmental pollution arising from our traditional ways of life and recommend behavioral changes that would stop us from polluting and degrading our environment.

2. Develop and implement a plan to construct modern toilet, bathing and laundry facilities in every Ijaw community to abolish the age-old primitive, shameful, unhygienic and unwholesome practice of discharging human effluents and laundry wastes into our rivers from which we obtain water for drinking and cooking.

3. Work with environmental rights groups and agencies to develop plans and strategies to prevent oil spillages and stop gas flaring in the Niger Delta and elsewhere in the world.

4. Develop contingency plans and strategies to clean up affected rivers, streams, lakes and lands in the event of oil spills.

5. Assemble scientists and health professionals to conduct detailed studies on the hazardous effects of environmental pollution occasioned by crude oil prospecting and gas flaring.

6. Develop and execute ECOLOGICAL RESTORATION AND PRESERVATION PLANS AND PROJECTS for the IJAW HABITAT that has been severely damaged from decades of oil and natural gas exploitation; with the goal of replenishing and restoring the originally rich biodiversity of flora and fauna of the IJAW HABITAT.

7. Develop and execute a comprehensive REFORESTATION PLAN to reverse DEFORESTATION of the IJAW HABITAT through the cultivation and replenishment of all ECONOMIC TREES in Ijawland (including the raphia palm tree, palm tree, coconut tree, mango tree, bush mango/ogboinokpokpa tree, mangrove tree, bamboo tree, cashew tree and all trees logged for timber wood) that have been exploited and depleted through logging and other economic activities.

8. Develop and implement an EXTINCT AND ENDANGERED IJAW SPECIES RESTORATION AND PRESERVATION PROJECT to restore, replenish and preserve now extinct or endangered species of the Ijaw Habitat with the goal of restoring the original natural ecological equilibrium of such species in the Ijaw Habitat.

9. Produce, publish and disseminate Ijaw Environmental Protection and Ecological Restoration documentaries, bulletins, radio and television jingles and newspaper advertorials to educate, motivate and encourage all Ijaws to protect, restore and preserve our severely damaged Ijaw Habitat.

10. Draft a NIGER DELTA ENVIRONMENTAL EMERGENCY DECLARATION and develop and implement a PLAN OF ACTION for the EMERGENCY DECLARATION with the mobilization of all Ijaws at home and abroad, through the instrumentality and active participation of every Ijaw Organization, Ijaw Clan and Ijaw Community.

11. Publish the NIGER DELTA ENVIRONMENTAL EMERGENCY DECLARATION and its PLAN OF ACTION to inform, motivate and mobilize all Ijaws and Ijaw communities for their wholehearted support, compliance and enforcement. In this regard, the Ijaw Environmental Protection Committee will engage the town criers in every Ijaw community and solicit their support to disseminate, by means of their extremely effective traditional platform, the NIGER DELTA EMERGENCY DECLARATION and its PLAN OF ACTION to all members of their respective communities.

12. As a matter of utmost urgency, set up and activate a contingency plan to shut off defective crude oil wellheads and pipelines that spew toxic hydrocarbons within two days of the occurrence of such spills. Accordingly, develop and implement a plan to develop the technical expertise locally using the Niger Delta University to train our own Ijaw sons and daughters to acquire the much-needed technical expertise and equip and activate them to achieve such containment of oil spills when they occur.

13. Develop and implement plans and strategies to harness and redirect the Ijaw human and capital resources engaged in the utterly foolish, crude, unacceptable, self-destructive and suicidal practice of pooling crude oil in open fields and setting it ablaze to obtain impure and poorly usable petroleum distillate! The Ijaw human and capital resources in this regard will be harnessed and redirected to build high standard environmentally friendly modular crude oil refineries as Collaborative Economic Development Ventures for the socioeconomic development of the Ijaw Nation and people.

14.  Develop and implement plans and strategies, with the mobilization of all Ijaws at home and abroad, through the instrumentality and active participation of every Ijaw Organization, Ijaw Clan and Ijaw Community, to solicit and obtain population-proportionate contributions from every Ijaw Community to finance the building of high standard environmentally friendly modular crude oil refineries as Collaborative Economic Development Ventures for the socioeconomic development of the Ijaw Nation and people.

15. Engage, involve and mobilize the Bayelsa State Government and every Ijaw Local Government Council, which, as stakeholders, will actively participate in the formulation and implementation of policies, plans, strategies and actionable programs to protect, restore and preserve our severely damaged Ijaw Habitat as well as finance the building of high standard environmentally friendly modular crude oil refineries and other industries as Collaborative Economic Development Ventures for the socioeconomic development of the Ijaw Nation and people.

16. Launch a Multibillion Dollar GoFundMe/GiveSendGo Global Campaign to solicit charitable donations from the public worldwide and from all international governmental and non-governmental agencies and transnational oil companies to raise the billions of dollars needed to clean up and restore the severely polluted and damaged Ijaw/Niger Delta Habitat to its pristine ecologically healthy, buoyant and prosperous state.

17.  Setup and activate an Ijaw Environmental Justice Project, through the volunteer and patriotic services of talented and accomplished Ijaw lawyers with the relevant expertise, to seek and obtain Environmental Justice, including commensurate compensation and punitive damages, for Ijaw Communities and the Ijaw Nation for the unspeakable, unconscionable and atrocious environmental pollution and ecological destruction that our Ijaw people have suffered as a consequence of the unbridled continuous crude oil and natural gas prospecting activities of the oppressive Nigerian State and the transnational oil companies over the past six or seven decades.

18. Develop and execute EROSION PREVENTION, CONTROL AND ALLEVIATION PLANS, PROGRAMMES AND PROJECTS, such as Shore Protection Projects, Dredging and Recanalization of Rivers and Streams, and Drainage Projects including Construction of Culverts, with the mobilization and active participation of all Ijaw Communities, to prevent, control and alleviate erosion in Ijawland.

19. Develop and execute WASTE DISPOSAL PLANS, PROGRAMMES AND PROJECTS, with the mobilization and active participation of every Ijaw Community, to ensure the proper and safe disposal of human, commercial and industrial wastes in Ijawland.

20. Develop and execute WASTE RECYCLING PLANS, PROGRAMMES AND PROJECTS, with the mobilization and active participation of every Ijaw Community, to recycle all recyclable human, commercial and industrial wastes in Ijawland.

Furthermore, it was also resolved unanimously in the last General Meeting to activate the Ijaw Foundation Council of Participating Organizations immediately. The President of the Ijaw Foundation Board of Directors will oversee the activation of the Ijaw Foundation Council of Participating Organizations, which shall help with membership drives and grassroots mobilization and also assist the Board of Directors to plan and organize Ijaw Foundation Conventions.

The Ijaw Nation and people are profoundly grateful to the members of these Important Committees for their patriotic and selfless service to the Ijaw Nation and people. The Terms of Reference for the Committees can be reviewed and updated as deemed necessary. Ensuring the survival, security, welfare and progress of the Ijaw Nation and people is the collective responsibility of all Ijaw sons and daughters, especially in the face of the existential threats of the Genocidal Reign of Terror being perpetrated against us by the Joint Task Force (JTF) of Nigerian Armed Forces and the Rampaging Fulani Herdsmen. We therefore request that no Ijaw son or daughter sits on the sidelines. In this regard, we urge every one of us to attend Ijaw Foundation General Meetings, participate in the various Ijaw Foundation Committees, and contribute our quota to advance the Ijaw Agenda and fulfil the yearnings and aspirations of our Ijaw people for survival, security, self-determination, liberty, peace, progress, prosperity and a glorious posterity!
